MAYOR'S MESSAGE:
I am happy to report that the Fall of 2011 is already off to a great start! In spite of the weather, this year's Skimmer Weekend was a big success, and tens of thousands of people enjoyed the festival's numerous activities. The annual Sea Isle City '50s and '60s Reunion on September 17, which was hosted by Sandy Sofroney, was also great fun - and many of us are already looking forward to next year's reunion! Don't worry if you missed either of those events, because we have many other family activities taking place this fall, including this weekend's Irish Festival, Harborfest on October 1, an Italian Festival on October 8, the Environmental Commission's Fall Beach Clean-Up on October 15 and an Octoberfest celebration on October 22 - just to name a few! So mark you calendars and get ready for a fantastic autumn in Sea Isle City.
As we have said many times, our goal is to keep Sea Isle's residents and visitors well-informed of all that is happening on our island. To that end, we will now be including monthly Police Reports in every-other E-Newsletter, which will be issued by Chief Tom D'Intino. Look for the first report below, which outlines the month of August. You might be surprised by how much our officers do to ensure everyone's safety.
The new Sea Isle City branch of the Cape May County Library is nearing completion, and the County recently announced the date of the library's Grand Opening and Ribbon Cutting ceremony, which is set for Tuesday, October 25, at 1:00 p.m. We hope to see as many people as possible in attendance as we usher-in a new era of learning, information and communication in Sea Isle City.
In closing, I would like to once again thank the many people who write and phone me with their suggestions and comments. I recently received a letter from long-time property owner George Light, who mentioned that he is very happy with all of the recent improvements that have taken place in our resort. I hope George and everyone else knows how grateful I am to lead such a wonderful community - and that there's still many good things coming our way.

CITY COUNCIL'S MESSAGE:
Council would like to congratulate the Sea Isle City Chamber of Commerce and Sea Isle Revitalization on their recent "Gala Under the Stars," which took place at Excursion Park on September 12. This event is just one example of the contributions these two organizations have made in the last few years, which have helped our town to grow. We would also like to congratulate them as they officially merge and become one organization on October 1 (The Sea Isle City Chamber of Commerce / Revitalization).
We will be introducing an ordinance at our next City Council meeting, on September 27, that will establish design standards for our commercial and mixed-use buildings. The purpose of these design standards is to establish a set of principles and requirements that reflect the City's desire for a coastal seashore village. These principles will enhance the commercial zones and encourage development and redevelopment at a scale that is pedestrian oriented. The guidelines work to provide standards that allow for flexibility and creativity while encouraging high-quality development. High-quality development is long-lasting and will increase property values. The goal is to create buildings that are attractive, improve the City's commercial zone's image and enliven the streetscape. The process for this ordinance will include: (1) Introduction; (2) Forward to the Planning Board, whose role is to determine its consistency with our Master Plan; and (3) Public Hearing and Vote at a Council Meeting. This proposed ordinance is currently on our website.
Also on September 27, Council will be voting on a resolution to authorize a contract to develop a community forest management plan. This will then qualify us to apply for grants that will help us purchase and maintain trees along our streets throughout Sea Isle City.

PROJECT UPDATES:
-North-Eend and Downtown Beach Replenishment Program - The project will be performed by the firm of Weeks Marine, working under contract to the state of New Jersey, and includes the placement of sand for several areas of the beach on the entire island, including portions of Strathmere and Sea Isle. Sea Isle's project area is from 1st to 15th and 30th to 52nd Streets. The total cost for Sea Isle's portion of the project will depend on the final amount of sand placed on the beaches. Based on the contract prices, it is expected that the cost for Sea Isle's beach-fill will be about $5,000,000. The work is expected to start in November and be completed by January of 2012.
-Phase 2 of Excursion Park (Beach to Bay Corridor) - This project involves streetscape improvements to the public corridor along JFK Boulevard (from the Promenade to Landis Avenue) and widening of the sidewalks along each side of this corridor by 3 feet. The project has been advertised for construction bids, with an anticipated award of a contract at either the October 11th or October 25th Council meeting. The work schedule is expected to proceed in November and be completed by May of 2012.
-Demolition of Existing Library & Beach Tag Facility and Conversion to Parking Lot - This project is currently under design, with demolition and construction bids scheduled to be received within the next three months. The work will be performed during the late winter and spring, in advance of the 2012 summer season.
-Construction of Welcome Center Addition to the Community Lodge and Renovations of the Existing Lodge Facility and Site - The project has been advertised for construction bids, with an anticipated award of a contract at the October 25th Council meeting. The work schedule is expected to proceed in November in order to complete the new Welcome Center and the Lodge renovations prior to Memorial Day, 2012. Work at the facility will be phased and performed in order to minimize the disruptions to activities scheduled to take place in the Lodge.
-Improvements to Townsend Inlet Park - The existing ramps and decks will be rehabilitated in order to make access to the park and pavilion compliant with the requirements of the Americans with Disabilities Act. Design work is in progress, and this project will be completed prior to the 2012 summer season.
-Lagoon Dredging - Environmental and engineering work continues in order to secure permits from the Department of Environmental Protection. The project is expected to go out to bid this fall in order to accomplish the dredging this coming fall and winter.
-Public Library at 48th and Central - The grand opening of the new Cape May County Public Library (which will also be the new home for the Sea Isle City Historical Museum) is scheduled for October 25th at 1:00 p.m. (Please see photos below of the Library's new landscaping.
-Sewer And Road Reconstruction On Central Avenue (49th to 69th Street) - The City is awaiting final approval from the U.S. Department of Agriculture (USDA) of grant and loan funding. The City was informed this week that this project is the highest priority in the local USDA office and will be funded as soon as federal funds are released. The USDA informed the City that the funding from USDA for the project is expected to be 2.3 million dollars in low interest loans and $700,000 in grant funding. Based on this, the City administration anticipates that the project will be advertised for construction bids in October, with a resolution to award a construction contract expected to be presented to council at the end of November. This will allow construction to start by late December or January. The project will be performed in two phases: the first being from 49th to 61st St. (prior to the 2012 summer season), and the second phase from 61st to 69th Street following the 2012 summer season. The project will rehabilitate or replace the deteriorated underground sewer system, as well as provide for reconstruction of the entire one mile stretch of roadway.
-Utility Reconstruction on Landis Avenue (54th to 69th Street) - This project will provide for water and sewer line replacement in advance of the County project to resurface Landis Avenue from 54th to 69th Street. Utility work is scheduled to be performed over the fall and winter in order for paving to take place in the spring.
-Inflow and Infiltration (I & I) Remediation - The firm of Video Pipe Services, Inc. of Newfield, NJ, has been contracted to perform work associated with internal repairs of sewer pipelines and manholes throughout the City. The need for this work was identified over the past three years through a comprehensive investigation and analysis of the City's sewer system. Sewer systems are prone to both inflow (overland water entering the sewer system through manhole covers and other surface openings in the system) and infiltration (entry of groundwater into pipelines through cracks, deteriorated pipe, and pipe joints). The effects of I & I are symptoms of deterioration of the sewer system that must be corrected to avoid more problematic maintenance issues and potential failure of the sewer system; and I&I is also costly, in that the City must pay for the unnecessary treatment of water that enters the sanitary sewer system. This is the first phase of a multi-year citywide sewer maintenance and improvement project that will ensure the continued viability of the City's vital sewer infrastructure. The project will start in mid-October and is expected to be completed over the next six months.
-Citywide Utility and Roadway Improvements - As part of the City's capital planning process, the administration has been working with the City Engineer to prioritize infrastructure needs for citywide roads and the underlying utilities. While the City has been systematically following an ongoing program of utility upgrade followed by roadway reconstruction for many years, an updated program for utility and roadway improvements has been developed based on review and analysis of the most current data available, and prioritization of the City's needs based on the condition of the approximately 27 miles of City streets, 5 miles of county roads, and 90 miles of water and sewer pipelines located under the streets. This program will be presented by the City Engineer at the September 27 City Council meeting (10:00 a.m.). As we move forward with development of a citywide capital plan, the utility and roadway program will be a key component and ultimately result in future projects.

The Sea Isle City Police Department Wants You To Know...
The SICPD offers a special program for senior citizens, the infirmed and residents with special needs called "Citizen Call Check" (CCC), which helps ensure that people who live alone are well each day. The program is very simple and quite effective, consisting of a list of residents who phone Police Headquarters each morning to say "I am OK." If someone on the CCC list does not phone in, the police dispatcher will phone them and send a police officer to their door if no one answers the phone. This is a community service offered by the SICPD, and any Sea Isle City resident who would like to be added to the daily CCC list can do so by phoning 263-4311, ext.2246 (speak with Eleanore). ***Please tell your neighbors who might not receive this newsletter about the CCC program so they can sign-up if they wish!

Sea Isle City News - Sept. 3rd
MAYOR’S MESSAGE:
Now that Hurricane Irene has passed, I am happy to report that Sea Isle City is open for business and ready for the 2011 Labor Day Weekend and the many exciting autumn events that will follow. I want to thank all of our emergency response and support personnel for their efforts in advance of and during the storm event. The main reason Sea Isle City and the rest of Cape May County fared so well is due to the fact we were fully prepared. I also want to thank everyone for their cooperation during this crisis, including the vast majority of our residents and visitors that evacuated the island when called to do so.
Sea Isle City was ready for Irene due to a well planned and practiced emergency operations plan, coupled with tremendous cooperation from the Cape May County Office of Emergency Management and the hands-on leadership shown by Governor Chris Christie. The governor conducted numerous conference calls with all of New Jersey’s mayors to update us on the storm’s progress and the coordinated efforts of the various agencies to ensure that the local, county and state governments were acting in sync. I was able to speak to the governor several times during this event, and on Sunday following the storm I accompanied the governor on a tour of Cape May County. Now that Hurricane Irene is a memory, we can look ahead with confidence knowing that we’re well prepared for any emergency. Certainly, after a week that included an earthquake and a hurricane, we’ve earned a relaxing Labor Day weekend.
Before the summer ends, I would like to thank the numerous volunteers who ensure that many of our annual events are a success. Most people probably don't realize just how many individuals step-up to the plate each year to offer their time for our community, but without our volunteers Sea Isle City wouldn't be the wonderful resort it is today.
Among the many people who deserve our thanks are those who volunteer with the Sea Isle City Tourism Commission, such as the members of the Fabrico family and the many others who freely give their time throughout the summer months helping-out at local events. There are also many teenagers who volunteer for the Recreation Department's summer playground program each year – and they also do a great job and deserve our thanks.
Additionally, we have a number of local organizations that also make a big difference in our community with their efforts. One of those groups is the Italian American Club, who, led by Dan Otto, sponsored Sea Isle's 22nd Annual Special Olympics Crabbing Competition on August 22. With the help of the members of the Townsend Inlet Yacht Club and the Yacht Club of Sea Isle City (the folks who host the crabbing tournament on their club's docks each year), this year's Special Olympics competition and luncheon was a very special day for local Olympians with developmental disabilities.
Like all of Sea Isle's civic groups, the Environmental Commission is filled with wonderful volunteers who also deserve our thanks. Each summer, the commission's Beachcomber Guided Tours entertain and educate thousands of people with interesting facts about the local eco-system, proving that Sea Isle City is a community that truly cares about Mother Nature. (By the way, the Environmental Commission's Annual Fall Beach Clean-up event is Saturday, October 15).
Additionally, I would also like to thank the members of the Sea Isle City Chamber of Commerce and Revitalization, who work diligently to bring us many popular attractions all year, including the Sea Isle City's Got Talent contest, our weekly Farmer's Market, Octoberfest, the Polar Bear Plunge and many other exciting events. --My hat is off to each of you!
I could go on and on listing many other people and organizations who also generously give their time for our community – from our local Ambulance Corps and Volunteer Fire Department to the good folks at AARP, who always work hard for others. Please know that we are grateful for each of our volunteers, and we realize that they are a big reason why Sea Isle City is such a great destination.

CITY COUNCIL MESSAGE:
Now that Hurricane Irene has passed, City Council would like to thank our residents and visitors because a very large percentage of you followed the governor’s orders and evacuated the island. We also would like to thank our City employees for their efforts in preparing for the storm – and also for providing excellent communications with all of our property owners.
During our August 23 City Council meeting, Council certified the 2011-2012 Best Practice Inventory as outlined by the State of New Jersey. This new program, which is in its second year, is one of the key factors that the State uses to determine the amount of State aid given to local municipalities. Areas include: general management, financial standards, budget preparation & presentation, health insurance, personnel practices, public safety, energy practices, and municipal/school relations. The City’s score was 88%, which allows us to maintain the maximum level of State aid that we qualify for.
Also during that meeting, the City Engineer made a presentation on “Inflow and Infiltration” of our City’s sanitary sewer system (inflow is storm water that enters our sewer system through various ways, i.e. manhole covers, etc.; infiltration is the ground water that penetrates into the sewer system – all of which must then go through the sewer treatment process unnecessarily). This multi-step study, which has been going on for the last three years, concludes with specific recommendations for various repairs in our sanitary sewer system. Council approved a resolution authorizing the awarding of a contract to complete the first stage of these recommendations, valued at $618,000 with an anticipated completion date of Spring 2012. This will have positive impact on our charges from the Cape May County Municipal Utilities Authority and it will also have positive environmental impacts. The first phase will not require any major digging-up of streets and will be accomplished through various lining and grouting techniques. The next phase will require digging-up streets and actually replacing sewer pipes.
At the September 27 Council meeting, the City Engineer will present a master plan for upgrading where required all our utility needs within the City. Our second phase of the Inflow and Infiltration study will also be discussed at that time.
We would like to thank the Sea Isle City Beautification Committee for creating the concepts for the City's north-end entrance from Strathmere. We also would like to thank our Public Works employees for converting those concepts into a reality. We have received many positive comments for a job well done!
The Sea Isle City Environmental Commission is now accepting nominations for their 2011 Beautification Awards. Anyone can nominate a home or business that has recently improved its exterior appearance by obtaining an application form at City Hall or on the City's website, www.seaislecitynj.us , and returning it to City Hall by September 7. Judging will take place during the second week of September, and the awards will be presented to property owners on September 18 during Fall Family Festival Weekend.
Our annual Capital Planning Workshop will take place on October 25 in Council Chambers at 2:00 p.m. If you have any suggestions concerning capital projects, please feel free to pass them on to the City's Administration or any City Council member prior to the workshop – or show up at the workshop on October 25.

Now that Hurricane Irene has passed, I am happy to report that Sea Isle City is open for business and ready for the 2011 Labor Day Weekend and the many exciting autumn events that will follow. I want to thank all of our emergency response and support personnel for their efforts in advance of and during the storm event. The main reason Sea Isle City and the rest of Cape May County fared so well is due to the fact we were fully prepared. I also want to thank everyone for their cooperation during this crisis, including the vast majority of our residents and visitors that evacuated the island when called to do so.
Sea Isle City was ready for Irene due to a well planned and practiced emergency operations plan, coupled with tremendous cooperation from the Cape May County Office of Emergency Management and the hands-on leadership shown by Governor Chris Christie. The governor conducted numerous conference calls with all of New Jersey’s mayors to update us on the storm’s progress and the coordinated efforts of the various agencies to ensure that the local, county and state governments were acting in sync. I was able to speak to the governor several times during this event, and on Sunday following the storm I accompanied the governor on a tour of Cape May County. Now that Hurricane Irene is a memory, we can look ahead with confidence knowing that we’re well prepared for any emergency. Certainly, after a week that included an earthquake and a hurricane, we’ve earned a relaxing Labor Day weekend.
Before the summer ends, I would like to thank the numerous volunteers who ensure that many of our annual events are a success. Most people probably don't realize just how many individuals step-up to the plate each year to offer their time for our community, but without our volunteers Sea Isle City wouldn't be the wonderful resort it is today.
Among the many people who deserve our thanks are those who volunteer with the Sea Isle City Tourism Commission, such as the members of the Fabrico family and the many others who freely give their time throughout the summer months helping-out at local events. There are also many teenagers who volunteer for the Recreation Department's summer playground program each year – and they also do a great job and deserve our thanks.
Additionally, we have a number of local organizations that also make a big difference in our community with their efforts. One of those groups is the Italian American Club, who, led by Dan Otto, sponsored Sea Isle's 22nd Annual Special Olympics Crabbing Competition on August 22. With the help of the members of the Townsend Inlet Yacht Club and the Yacht Club of Sea Isle City (the folks who host the crabbing tournament on their club's docks each year), this year's Special Olympics competition and luncheon was a very special day for local Olympians with developmental disabilities.
Like all of Sea Isle's civic groups, the Environmental Commission is filled with wonderful volunteers who also deserve our thanks. Each summer, the commission's Beachcomber Guided Tours entertain and educate thousands of people with interesting facts about the local eco-system, proving that Sea Isle City is a community that truly cares about Mother Nature. (By the way, the Environmental Commission's Annual Fall Beach Clean-up event is Saturday, October 15).
Additionally, I would also like to thank the members of the Sea Isle City Chamber of Commerce and Revitalization, who work diligently to bring us many popular attractions all year, including the Sea Isle City's Got Talent contest, our weekly Farmer's Market, Octoberfest, the Polar Bear Plunge and many other exciting events. --My hat is off to each of you!
I could go on and on listing many other people and organizations who also generously give their time for our community – from our local Ambulance Corps and Volunteer Fire Department to the good folks at AARP, who always work hard for others. Please know that we are grateful for each of our volunteers, and we realize that they are a big reason why Sea Isle City is such a great destination.

CITY COUNCIL MESSAGE:
Now that Hurricane Irene has passed, City Council would like to thank our residents and visitors because a very large percentage of you followed the governor’s orders and evacuated the island. We also would like to thank our City employees for their efforts in preparing for the storm – and also for providing excellent communications with all of our property owners.
During our August 23 City Council meeting, Council certified the 2011-2012 Best Practice Inventory as outlined by the State of New Jersey. This new program, which is in its second year, is one of the key factors that the State uses to determine the amount of State aid given to local municipalities. Areas include: general management, financial standards, budget preparation & presentation, health insurance, personnel practices, public safety, energy practices, and municipal/school relations. The City’s score was 88%, which allows us to maintain the maximum level of State aid that we qualify for.
Also during that meeting, the City Engineer made a presentation on “Inflow and Infiltration” of our City’s sanitary sewer system (inflow is storm water that enters our sewer system through various ways, i.e. manhole covers, etc.; infiltration is the ground water that penetrates into the sewer system – all of which must then go through the sewer treatment process unnecessarily). This multi-step study, which has been going on for the last three years, concludes with specific recommendations for various repairs in our sanitary sewer system. Council approved a resolution authorizing the awarding of a contract to complete the first stage of these recommendations, valued at $618,000 with an anticipated completion date of Spring 2012. This will have positive impact on our charges from the Cape May County Municipal Utilities Authority and it will also have positive environmental impacts. The first phase will not require any major digging-up of streets and will be accomplished through various lining and grouting techniques. The next phase will require digging-up streets and actually replacing sewer pipes.
At the September 27 Council meeting, the City Engineer will present a master plan for upgrading where required all our utility needs within the City. Our second phase of the Inflow and Infiltration study will also be discussed at that time.
We would like to thank the Sea Isle City Beautification Committee for creating the concepts for the City's north-end entrance from Strathmere. We also would like to thank our Public Works employees for converting those concepts into a reality. We have received many positive comments for a job well done!
The Sea Isle City Environmental Commission is now accepting nominations for their 2011 Beautification Awards. Anyone can nominate a home or business that has recently improved its exterior appearance by obtaining an application form at City Hall or on the City's website, www.seaislecitynj.us , and returning it to City Hall by September 7. Judging will take place during the second week of September, and the awards will be presented to property owners on September 18 during Fall Family Festival Weekend.
Our annual Capital Planning Workshop will take place on October 25 in Council Chambers at 2:00 p.m. If you have any suggestions concerning capital projects, please feel free to pass them on to the City's Administration or any City Council member prior to the workshop – or show up at the workshop on October 25.

PROJECT UPDATES:
North-End and Downtown Beach Replenishment Program – The State of New Jersey took bids for the project on August 10, and the low bidder was Weeks Marine of Cranford New Jersey. The project is being performed in conjunction with the State and the community of Upper Township, and includes several areas of the beach on the entire island. Sea Isle’s project area is from 1st to 15th and 30th to 52nd Streets. The total cost for Sea Isle’s portion of the project will depend on the final amount of sand placed on the beaches. Based on the bid prices, it is expected that the cost will be about $5,000,000. The work is expected to start in November and be completed by January of 2012.
Phase 2 of Excursion Park, Beach to Bay Corridor – This project involves streetscape improvements to the public corridor along JFK Boulevard from the Promenade to Landis Avenue and widening of the sidewalks along each side of this corridor by 3 feet. The project is scheduled to be advertised for construction bids in early September in order to be completed prior to the 2012 summer season.
Demolition of existing Library/Beach Tag facility and conversion to Parking Lot – This project will be prepared for demolition and construction bids to be received within the next three months, in order for the work to be performed during the coming fall, winter, and spring, in advance of the 2012 summer season.
Construction of a Welcome Center addition to the Community Lodge and renovations of the existing facility and site - This project is scheduled to be advertised for construction bids in September, in order to complete the new Welcome Center and Lodge renovations prior to Memorial Day, 2012.
Improvements to T.I. Park – The existing ramps and decks will be rehabilitated in order to make access to the park and pavilion compliant with the requirements of the Americans with Disabilities Act. Design work is in progress, and this project will be completed prior to the 2012 summer season.
Lagoon Dredging – Environmental and engineering work continues in order to secure permits from the Department of Environmental Protection (DEP). The project is expected to go out to bid this fall in order to accomplish the dredging this coming fall and winter.
Public Library at 48th and Central - The new Cape May County Public Library is nearly completed. Move-in efforts are underway, and opening to the public is now anticipated to be in October. The building will also be home to the Sea Isle City Historical Museum. Stay tuned for notices on the grand opening.
Marina Building – The exterior roof and wall panel construction has been completed, with interior work in progress. Upon completion, the building will provide much needed facilities for marina maintenance and operations along with storage, and it will also include greatly improved public restroom facilities.
Inflow and Infiltration (I&I) Remediation – On August 23, the City Council awarded a construction contract in the amount of $611,124 to Video Pipe Services, Inc. of Newfield, NJ, for work associated with internal repairs of sewer pipelines and manholes throughout the City. The need for this work was identified over the past three years through a comprehensive investigation and analysis of the City’s sewer system. Sewer systems are prone to both inflow (overland water entering the sewer system through manhole covers and other surface openings in the system); and infiltration (entry of groundwater into pipelines through cracks, deteriorated pipes and pipe joints). The effects of I&I are symptoms of deterioration of the sewer system that must be corrected to avoid more problematic maintenance issues and potential failure of the sewer system. I&I is also costly, in that the City must pay for the unnecessary treatment of water that enters the sanitary sewer system. This is the first phase of a multi-year citywide sewer maintenance and improvement project that will ensure the continued viability of the City’s vital sewer infrastructure.

MAYOR'S MESSAGE:
In recent weeks, Sea Isle City has received a great deal of coverage from news groups in Philadelphia and across South Jersey. A couple of weeks ago, Adam Joseph from ABC-6 made a series of live weather broadcasts from our new Entertainment Complex, and afterwards I heard from many people around the region who said how much they enjoyed seeing him "live in Sea Isle City." This summer, we have also spoken with reporters from many other television stations and news publications (including NCB-40, The Press of Atlantic City, The Philadelphia Inquirer and Metro Kids South Jersey Magazine) who have told everyone about Sea Isle's many attractions and events. Last week, I was even invited to participate in a live radio broadcast on Philadelphia's WCHE 15.20 AM, during which time I heard a variety of interesting comments and questions about the numerous activities taking place at our Band Shell, our successful public-private partnership with local business owners, and how people are enjoying themselves in Sea Isle City despite the challenging economy (thanks to our many free family events). Whenever I am asked how the summer is going, I am quick to respond with honest comments such as "Our island has never looked better!" "Sea Isle has more events taking place than ever before!" and "This really is our best summer yet!"
The summer is indeed going well, and the weather has been near-perfect - if you like the heat. I am beginning to think that this may be the first time I was correct in predicting "four straight weeks with temperatures in the 90's" (something I do every summer in hopeful anticipation). But, no matter what the weather, there's no better place to be than Sea Isle City - especially when you consider the wonderful people who call this town "home" or "home away from home."
And while speaking about the wonderful people of Sea Isle City, I would like to close by mentioning an upcoming event that I feel is a fine example of "what is right" in this town: The Annual Joe Distasio & Joe Romano Sr. Special Olympics Crabbing Competition on August 22. This year's competition, which is sponsored by the Sea Isle City Italian American Club and hosted by the members of the Yacht Club of Sea Isle City and the Townsend Inlet Yacht Club, will once again show the people of Sea Isle City at their very best as they volunteer their time and open their hearts to others. The competition welcomes County residents who have developmental disabilities and other mental and physical limitations, and each year I am greatly inspired as the Olympians remind each of us what good sportsmanship is all about - win or loose. I never tire of dealing with individuals who display such goodness of heart (both the Olympians and the volunteers) - and I am never more proud to be the Mayor of this fine City than on the day of the Special Olympics. I would like to thank all of this year's volunteers in advance and encourage everyone to make a donation to this worthwhile event. If you can't make a donation, please keep the Olympians in your heart on August 22 and be sure to count the blessings in your own life as you do so. CITY COUNCIL MESSAGE:
Our last council meeting on July 19 was very active, during which time we introduced seven new ordinances, three of which were bond ordinances. The first bond ordinance was for Beach Replenishment (for the north end and downtown beach areas, amounting to $5 million, of which we anticipate 75% in federal and state funding reimbursement). The next was a General Capital Funding Ordinance totaling $3.6 Million (major items are $1.4 million for phase two of Excursion Park, $550,000 for the construction of a Welcome Center at our Community Lodge, $350,000 for renovations to our existing Community Lodge, $350,000 for Lagoon Dredging, $150,000 for improvements to Townsend Inlet Waterfront Park and $500,000 for new City bulkheads). The third ordinance introduced was a Water and Sewer Utility Bond Ordinance for upgrading various utilities along Landis Avenue and other areas in anticipation for paving projects to take place next spring.
Also introduced on July 19 was an ordinance that will provide free beach tags to all active duty military personnel and their families. This was in response to a change in State law that now allows each municipality to make an individual decision whether or not to offer free beach tags to active military members and their families.
The last ordinance introduced on July 19 will allow the serving of alcoholic beverages at Excursion Park in a controlled manner and under special circumstances for non-profit organizations. This will allow us to highlight our Entertainment Complex and help fund future events for all to enjoy while still maintaining our family-friendly atmosphere.
Second reading and public comments for these ordinances will be held at the next council meeting on August 9 at 10:00 a.m. All of these ordinances are available for review on the City website (visit www.seaislecitynj.us and click on the Government/City Clerk/Pending Ordinance tabs). On July 19, Architect Blane Steinman and Engineer Vincent Orlando made a presentation to Council and the public highlighting the plans for Excursion Park Phase 2 and Sea Isle's new Welcome Center. At Excursion Park, as part of our Beach-to-Bay Corridor Project, we will be adding street-scape improvements along JFK Boulevard (including widening the sidewalks, adding decorative lighting, the addition of an Information Kiosk, additional landscaping and other decorative amenities). After much discussion and investigation, the monies included in this bond ordinance for the Welcome Center construction are based on the fact that the Welcome Center will be a building-addition added to our existing Community Lodge, located at JFK Boulevard and Park Road.
Also on July 19, we held a workshop to review proposed design standards for new commercial structures. There was a great deal of discussion with various individuals and we feel we now have enough data that will allow us to enter the ordinance drafting stage. It is anticipated that this proposal will be available in August for further discussion.

PROJECT UPDATES:
Public Library at 48th and Central - The new Cape May County Public Library continues to move forward to completion. The major focus is on completion of the interior of the facility, with an anticipated September opening of the Library. In addition to the County Library, the City's History Museum will be housed within the facility. Stay tuned for notices on the Library's grand opening (please see photos below).

Upon completion, the building will provide much needed facilities for marina maintenance, operations and storage; and the building will also include greatly improved public restroom facilities (please see photo below).
North End Entrance - The City's Public Works Department has started construction of the new landscaping and welcome sign at the City's north end entrance from Strathmere. The project was designed in conjunction with the council beautification committee and will be performed completely with in-house forces.
Solar/Wind Powered Lighting - The City, in cooperation with the South Jersey Economic Development District (SJEDD), is working on a pilot project to have solar/wind powered lighting installed on the promenade. If the project moves forward, the costs will be paid for with grant funding obtained through the SJEDD. The initial pilot project would involve placement of two light poles on the promenade (in locations where current street lighting is already in place). The picture below shows a potential style of light that could be used. The light fixture in the picture was temporarily placed to obtain data relative to sunlight and wind, in order to determine specifications for future placement on the promenade (please see photo below).
On July 19 the City Council introduced funding ordinances to advance several projects that are part of the city's capital plan. A public hearing on the ordinances will be held at the August 9 City Council meeting, after which Council will vote on adoption of these ordinances. There are three separate ordinances, as follows:
1. Providing for the north end and downtown beach replenishment program, in the amount of $5,000,000. The beach replenishment program involves the placement of sand between the north end and downtown, specifically 1st to 15th Street and 30th to 52nd Street. The total estimated quantity of sand to be placed is 430,000 cubic yards. The project is being done in partnership with the State Department of Environmental Protection and the community of Upper Township.
2. Providing for various general improvements throughout the City, in the amount of $3,600,000. The improvements include the following:
A) Phase 2 of Excursion Park/Beach to Bay Corridor, which involves streetscape improvements to the public corridor along JFK Boulevard from the Promenade to Landis Avenue and widening of the sidewalks along each side of this corridor by 3 feet.
B) Demolition of existing library/beach tag facility and conversion to parking lot.
C) Construction of Welcome Center Addition to the Community Lodge and renovations of the existing Lodge facility and site (please see rendering below).
D) Improvements to TI Park - The TI Park is in need of rehabilitation of the existing ramps and decks, specifically in order to make access to the pavilion compliant with the requirements of the Americans with Disabilities Act.
E) Lagoon Dredging - Authorization of this ordinance will provide the necessary funds in order to go out to bid for the project and accomplish dredging in the late fall of 2011. The lagoons to be dredged are as follows:
Rio Grande (south side of 47th Place)
Rio Delle Stelle (between 46th and 47th Place)
Rio Delle Luna (between 45th and 46th Place)
Rio Del Amore (between 44th Street and 45th Place)
Rio Delle Isole (along Venicean Road)
Rio Del Barche (between 43rd Place and 44th Street)
Rio Del Affare (between 42nd and 43rd Place)
Rio Delle Ponte (along Park Road on either side of 43rd Place)
F) Bulkheads - The City engineer has performed an overall assessment of bay-front and lagoon bulkheads. The bulkheads on the south side of 46th Place (about 100 ft. west of Park Road) and on the north side of 43rd Place (also about 100 ft. west of Park Road) are in the most need of replacement.
3. Providing for improvements to the water/sewer utility, in the amount of $2,000,000. The improvements include utility replacements (water and sewer) on 48th, 50th, and 51st Streets, all from Landis to the Promenade, and 60th Street, from Landis to Central Avenue. Also included is 42nd Street, from Landis to Pleasure. In addition, utility replacement work is needed to be performed in advance of the County project to resurface Landis Avenue from 54th to 69th Street.
TAX PAYMENTS - PLEASE NOTE:
Because of the delay in State Aid Certification amounts, the grace period for the third-quarter tax payments (due August 1) is extended to August 22, 2011 at 4:00 p.m. As required by State Statute, payments received after the August 22 - 4:00 p.m. payment deadline will be charged interest from August 1, 2011.

In recent weeks, Sea Isle City has received a great deal of coverage from news groups in Philadelphia and across South Jersey. A couple of weeks ago, Adam Joseph from ABC-6 made a series of live weather broadcasts from our new Entertainment Complex, and afterwards I heard from many people around the region who said how much they enjoyed seeing him "live in Sea Isle City." This summer, we have also spoken with reporters from many other television stations and news publications (including NCB-40, The Press of Atlantic City, The Philadelphia Inquirer and Metro Kids South Jersey Magazine) who have told everyone about Sea Isle's many attractions and events. Last week, I was even invited to participate in a live radio broadcast on Philadelphia's WCHE 15.20 AM, during which time I heard a variety of interesting comments and questions about the numerous activities taking place at our Band Shell, our successful public-private partnership with local business owners, and how people are enjoying themselves in Sea Isle City despite the challenging economy (thanks to our many free family events). Whenever I am asked how the summer is going, I am quick to respond with honest comments such as "Our island has never looked better!" "Sea Isle has more events taking place than ever before!" and "This really is our best summer yet!"
The summer is indeed going well, and the weather has been near-perfect - if you like the heat. I am beginning to think that this may be the first time I was correct in predicting "four straight weeks with temperatures in the 90's" (something I do every summer in hopeful anticipation). But, no matter what the weather, there's no better place to be than Sea Isle City - especially when you consider the wonderful people who call this town "home" or "home away from home."
And while speaking about the wonderful people of Sea Isle City, I would like to close by mentioning an upcoming event that I feel is a fine example of "what is right" in this town: The Annual Joe Distasio & Joe Romano Sr. Special Olympics Crabbing Competition on August 22. This year's competition, which is sponsored by the Sea Isle City Italian American Club and hosted by the members of the Yacht Club of Sea Isle City and the Townsend Inlet Yacht Club, will once again show the people of Sea Isle City at their very best as they volunteer their time and open their hearts to others. The competition welcomes County residents who have developmental disabilities and other mental and physical limitations, and each year I am greatly inspired as the Olympians remind each of us what good sportsmanship is all about - win or loose. I never tire of dealing with individuals who display such goodness of heart (both the Olympians and the volunteers) - and I am never more proud to be the Mayor of this fine City than on the day of the Special Olympics. I would like to thank all of this year's volunteers in advance and encourage everyone to make a donation to this worthwhile event. If you can't make a donation, please keep the Olympians in your heart on August 22 and be sure to count the blessings in your own life as you do so. CITY COUNCIL MESSAGE:
Our last council meeting on July 19 was very active, during which time we introduced seven new ordinances, three of which were bond ordinances. The first bond ordinance was for Beach Replenishment (for the north end and downtown beach areas, amounting to $5 million, of which we anticipate 75% in federal and state funding reimbursement). The next was a General Capital Funding Ordinance totaling $3.6 Million (major items are $1.4 million for phase two of Excursion Park, $550,000 for the construction of a Welcome Center at our Community Lodge, $350,000 for renovations to our existing Community Lodge, $350,000 for Lagoon Dredging, $150,000 for improvements to Townsend Inlet Waterfront Park and $500,000 for new City bulkheads). The third ordinance introduced was a Water and Sewer Utility Bond Ordinance for upgrading various utilities along Landis Avenue and other areas in anticipation for paving projects to take place next spring.
Also introduced on July 19 was an ordinance that will provide free beach tags to all active duty military personnel and their families. This was in response to a change in State law that now allows each municipality to make an individual decision whether or not to offer free beach tags to active military members and their families.
The last ordinance introduced on July 19 will allow the serving of alcoholic beverages at Excursion Park in a controlled manner and under special circumstances for non-profit organizations. This will allow us to highlight our Entertainment Complex and help fund future events for all to enjoy while still maintaining our family-friendly atmosphere.
Second reading and public comments for these ordinances will be held at the next council meeting on August 9 at 10:00 a.m. All of these ordinances are available for review on the City website (visit www.seaislecitynj.us and click on the Government/City Clerk/Pending Ordinance tabs). On July 19, Architect Blane Steinman and Engineer Vincent Orlando made a presentation to Council and the public highlighting the plans for Excursion Park Phase 2 and Sea Isle's new Welcome Center. At Excursion Park, as part of our Beach-to-Bay Corridor Project, we will be adding street-scape improvements along JFK Boulevard (including widening the sidewalks, adding decorative lighting, the addition of an Information Kiosk, additional landscaping and other decorative amenities). After much discussion and investigation, the monies included in this bond ordinance for the Welcome Center construction are based on the fact that the Welcome Center will be a building-addition added to our existing Community Lodge, located at JFK Boulevard and Park Road.
Also on July 19, we held a workshop to review proposed design standards for new commercial structures. There was a great deal of discussion with various individuals and we feel we now have enough data that will allow us to enter the ordinance drafting stage. It is anticipated that this proposal will be available in August for further discussion.

PROJECT UPDATES:
Public Library at 48th and Central - The new Cape May County Public Library continues to move forward to completion. The major focus is on completion of the interior of the facility, with an anticipated September opening of the Library. In addition to the County Library, the City's History Museum will be housed within the facility. Stay tuned for notices on the Library's grand opening (please see photos below).
Marina Building - The exterior roof and wall panel construction is moving along, with completion of the building still scheduled for August. Upon completion, the building will provide much needed facilities for marina maintenance, operations and storage; and the building will also include greatly improved public restroom facilities (please see photo below).
North End Entrance - The City's Public Works Department has started construction of the new landscaping and welcome sign at the City's north end entrance from Strathmere. The project was designed in conjunction with the council beautification committee and will be performed completely with in-house forces.
Solar/Wind Powered Lighting - The City, in cooperation with the South Jersey Economic Development District (SJEDD), is working on a pilot project to have solar/wind powered lighting installed on the promenade. If the project moves forward, the costs will be paid for with grant funding obtained through the SJEDD. The initial pilot project would involve placement of two light poles on the promenade (in locations where current street lighting is already in place). The picture below shows a potential style of light that could be used. The light fixture in the picture was temporarily placed to obtain data relative to sunlight and wind, in order to determine specifications for future placement on the promenade (please see photo below).

MAYOR'S MESSAGE:
As the summer of 2011 unfolds, Sea Isle's residents and visitors are continuing to enjoying themselves all over our island, which is no surprise considering the wide variety of wonderful family events taking place here this year. Each day brings more reminders of just why people make Sea Isle City their vacation destination of choice - and their home - and the best part is that there is still plenty of fun to be had before Labor Day!
As you no doubt have heard or seen for yourself, our new Entertainment Complex at JFK and the Beach is a huge success, and six nights a week families are enjoying the free events that take place at Excursion Park's beautiful new Band Shell. Each Monday and Saturday evening, a different band performs - and we still have some big headliners coming to town this summer, including The Duprees on July 16, a Neil Diamond tribute on July 30, Beatlemania Again on August 6 and Don't Call Me Francis on August 20. Also, Sea Isle City hosts free Movies Under the Stars each Tuesday and Thursday night at the Band Shell, on Wednesday nights there's a fantastic Family Dance Party, and, of course, every Friday night is our Sea Isle City's Got Talent contest.
In addition to the many enjoyable events taking place at the Entertainment Complex, there are also many other summer activities happening all over Sea Isle City. For example, the Environmental Commission's Beachcomber Guided Tours take place twice each week, the Sea Isle Chamber of Commerce & Revitalization's Farmers Markets comes to town every Tuesday morning, Sea Isle's Annual Baby Parade is July 20 and our National Night Out celebration is August 2. These are just a few of the many attractions on our calendar of events that will help your family make the most of every moment this summer.
When you and your children want to spin on a merry-go-round or enjoy numerous other modern rides, stop by Sea Isle's Gillian's Funland Amusement Park, where the Gillian family has added new rides this year. Each week, the City of Sea Isle City sponsors Family Fun Nights at Gillian's from 7:00 to 9:00 p.m., when free strolling entertainers delight people of all ages - so be sure to bring the entire family to Gillian's again and again.
Even though Sea Isle City is looking better than ever, we have additional improvements planned that will make our resort even better still! In addition to scheduled road work and other infrastructure improvements, plans are currently being made to start the next phase of our "Beach to Bay" project in the fall, which will include beautifying JFK Boulevard and the addition of a new Sea Isle City Welcome Center. So, if you like what you have seen this year, just wait until the summer of 2012!

CITY COUNCIL MESSAGE:
In an effort to keep everyone aware of the critical steps involved in passing an ordinance in Sea Isle City, City Council wants everyone to know that the need for a new ordinance is determined by the administration and council members based on public input, changes in state laws and other factors. The first step is for council to introduce an ordinance during a council meeting. Ordinance introduction is also advertised with the local media as per state law, and at that time a date and time for a public hearing is scheduled. Council is always eager to hear public opinion prior to and during public hearings. The next step for a new ordinance is the public hearing, at which time after hearing public input council will adopt, vote down or amend the proposed ordinance. If adopted, the ordinance will be published, and if anyone is opposed to the ordinance, they can file a petition based on state guidelines to prevent it from being implemented.
The next City Council meeting will take place on July 19, 10:00 a.m., in council chambers. This will be a very busy meeting, due to the introduction of the several ordinances. We will have three bonding ordinances that will authorize monies for Beach Replenishment, Utility Work that will allow us to complete street paving projects, and for the General Fund with major items being phase two of Excursion Park and the addition of a Welcome Center, and Lagoon Dredging. The remaining ordinances will authorize us to distribute free Beach Tags to all active duty military personnel and their dependents. The remaining ordinance will allow the distribution and consumption of alcoholic beverages at Excursion Park for limited, specific special events only. This ordinance will also include a provision that will require review after twelve months.
On July 19 at 2:00 p.m., council will hold a workshop to review issues raised at our April workshop as it relates to our commercial zoning ordinances, namely design standards, design guidelines to be utilized by planning and zoning boards, landscaping, decorating guidelines for vacant properties, and handicapped parking as it relates to mixed use.
Free Veterans Beach Tags still available and now can be obtained at Sea Isle's Beach Tag Office during their normal hours. Proper identification (i.e. DD-214) is required.

PROJECT UPDATES:
Public Library @ 48th and Central - The new Cape May County Public Library is fast approaching completion. The contractor's efforts are now focused on completion of the interior of the facility, with an anticipated September opening of the Library. In addition to the County Library, the City's Historic Museum will be housed within the facility. Stay tuned for notices on the grand opening of the Library.
Marina Building - The exterior roof and wall panel construction is in progress, with completion of the building now scheduled for August. Upon completion, the building will provide for much needed facilities for marina maintenance and operations, along with storage; and will also include greatly improved public restroom facilities. (See Marina Building photo below)
As reported in the last E-Newsletter, on July 19 the City Council will be presented with several funding ordinances for introduction in order to advance several projects that are part of the city's capital plan. Following introduction of these ordinances, there will be a second reading and public hearing on the ordinances at the August 9 council meeting.
There are three separate ordinances, as follows:
1. Providing for the north end and downtown beach replenishment program, in the amount of $5,000,000. The beach replenishment program involves the placement of sand between the north end and downtown, specifically between 1st to 15th Street, and 30th to 52nd Street. The total estimated quantity of sand to be placed is 430,000 cubic yards. The project is being done in partnership with the State Department of Environmental Protection and the community of Upper Township.
2. Providing for various general improvements throughout the City, in the amount of $3,600,000. The improvements include the following:
Phase 2 of Excursion Park, Beach to Bay Corridor, which involves streetscape improvements to the public corridor along JFK Boulevard from the Promenade to Landis Avenue, and widening of the sidewalks along each side of this corridor by 3 feet.
Demolition of existing library/beach tag facility and conversion to parking lot.
Construction of Welcome Center Addition to the Community Lodge and renovations of the existing Lodge facility and site. (See rendering of new Welcome Center below)
Improvements to TI Park - The TI Park is in need of rehabilitation of the existing ramps and decks, specifically in order to make access to the pavilion compliant with the requirements of the Americans with Disabilities Act.
Lagoon Dredging - Authorization of this ordinance will provide the necessary funds in order to go out to bid for the project and accomplish dredging in the late fall of 2011. The lagoons to be dredged are as follows:
Rio Grande (south side of 47th Place)
Rio Delle Stelle (between 46th and 47th Place)
Rio Delle Luna (between 45th and 46th Place)
Rio Del Amore (between 44th Street and 45th Place)
Rio Delle Isole (along Venicean Road)
Rio Del Barche (between 43rd Place and 44th Street)
Rio Del Affare (between 42nd and 43rd Place)
Rio Delle Ponte (along Park Road on either side of 43rd Place)
Bulkheads - The City engineer has performed an overall assessment of bay-front and lagoon bulkheads, and the bulkheads on the south side of 46th Place (about 100 ft. west of Park Road) and on the north side of 43rd Place (also about 100 ft. west of Park Road) are in the most need of replacement.
3. Providing for improvements to the water/sewer utility, in the amount of $2,000,000. The improvements include utility replacements (water and sewer) on 48th, 50th, and 51st Streets, all from Landis to the Promenade, and 60th Street, from Landis to Central Avenue. Also included is 42nd Street, from Landis to Pleasure. In addition, utility replacement work is needed to be performed in advance of the County project to resurface Landis Avenue from 54th to 69th Street.
PLEASE NOTE:
Due to recent developments in Trenton, the mailing of Sea Isle City's tax bills (along with those of other communities across the Garden State) will be delayed. The usual grace period for third quarter tax payments will be extended accordingly. Additional information about the mailing of this year's annual tax bills will be relayed to local property owners as soon as it is available - we'll keep you posted!

The July 8 edition of Sea Isle City's Got Talent was cancelled due to foul weather. The contestants who were scheduled to appear on July 8 will be filtered into future performances this summer, which will make Friday nights ever better at the Band Shell!
Broken Glass and other dangerous items in plastic trash bags are a serious hazard for trash collectors as they gather your trash and recycling each week. Each year, injuries occur when jagged glass and other sharp items tear through plastic trash liners. Please place all broken glass and other hazardous items in an appropriate card board box or other rigid container before placing them in you curb-side trash receptacles -- the Sea Isle City Public Works Department thanks you!
